                           fanning violence.

The report has also criticised the local administration for its failure to control the riot.

The role of the civil and police administration is under the scanner as the armed rioters had a free hand in the riot-hit area, with both the BJP and Saamajwadi Party blaming each other for the violence.

Earlier, former Congress MLA Imran Masood was booked in two cases, including rioting and attempt to murder in connection with violent clashes which left three persons dead. The riots led to loss of nearly Rs.250 crore to the city.

Violence broke out in Saharanpur on July 26 after a verdict by the high court in a land dispute case led to some construction work on the land claimed by a gurdwara. This led to a violent clash between two communities in which both sides pelted stones and fired at each other. Apart from the deaths, over four dozen vehicles and shops were gutted in the violence that followed. Later, para-military forces had been called in to bring back peace and contain violence.
