As Assembly elections close in, motorcycle rallies carried out by political parties are a common sight in the city. And at many of these rallies, traffic norms are openly violated by motorcyclists who do not wear helmets.
Responding to an RTI query, the Delhi traffic police has said that "no challans" can be issued as it is "an impossible task to challan motorists in such crowded rallies".
The Right to Information (RTI) query, which J S Walia submitted to the office of the Delhi Police Commissioner in September, was based on newspaper clippings which showed BJP workers, including senior leaders, taking out a motorcycle rally "without helmets".
Responding to the query whether permission had been taken for such a rally, the traffic police said "no permission was taken". They said "no challans" had been issued because the traffic police had not been informed about the rally, adding that "the job of the traffic police is to make sure that vehicles run properly".
However, Delhi Police said an FIR had been filed in Tughlak Road police station against the "pradarshankaris".
On a query regarding the number of such rallies held in Delhi till date, the Delhi Police said according to the information they had, "no such rallies had been taken out" so far.
Meanwhile, Walia said he had filed another RTI query seeking information regarding violations during another motorcycle rally. "A few days ago, there was a similar rally organised by the Congress youth wing, in which several young workers on motorcycles were seen without helmets. I have sought information about the action taken against the violators," Walia said.
